Can you confirm if non-USA publishers mediavine by journey email send publishers send form?W-8BEN form? Also, will it be an issue if I don't have a tax identification number

Non-US publishers would have their own tax forms to fill out in step 3. I can't advise which forms that would be but these instructions should show you how to set all that up.
