Opt Out Settings - which is which?

I have difficulty finding out what actually shows as being opted out. There are only two options, grey and blue / on and off (I guess). But which is which - When it's blue, does that mean that I have engaged the ads for that specific category or does it mean that I have opted out from that specific category?
I have cleared cache and used various browsers to find out, but the same ads are still showing whether clicking to be grey or blue. Anybody knows the answer to this?
