Very Low Impresssion Count and RPM

My site got approved mid of January I know new sites take time to fully ramp up but it’s been over a month now and it’s still not there yet, my audience is still seeing grow ads, I can track that using Clarity I have my journey ad settings set to high but even then a page barely gets 1 or 2 ad impressions per page view even though I can see users scrolling through 80% of the content and actually reading it but since it’s showing grow ads the impression count and RPM are super low, my RPM has never even gone over 2 dollars

Any tips or any idea how long this ramp up will take? my traffic has grown a lot this month but the RPM and ad impressions just won’t go up?
