Unable to add the ads.txt file

I'm at a loss for how to add the ads.txt to my wordpress site. The included “helpful article” doesn't take me to instructions, it only tells me what it is. I understand what it does, but I don't know where to add it manually. Could someone please help me? I'm only getting an option to add it manually install it. There is a button to download it and copy it. Where do I place it?
