consent mode not working

Hello I notice that when I visit pages from Greece, (or US or AUstralia with a VPN) my visit is not registered by analytics even though a accept the cookie message. I have cleared cache and tried incognito. I have tried deactivating siteground's speed optimization plugin. Any ideas why this might be happening?
